The MDPH file and the RQTH  

The Departmental House for the Disabled (MDPH) is present in each department. The mission of the MDPH is to :

  • Welcome you
  • Inform you
  • Accompany you
  • Advise you and your family to raise awareness of disability
  • To help you with the procedures related to your disability
  • Helping you to compensate for your disability: financial and material aid

 The RQTH: Recognition of disabled worker status :

This is recognised for any person whose possibilities of obtaining or keeping a job are effectively reduced as a result of the alteration of one or more functions (physical, sensory, mental, psychological). It is issued to people over the age of 16 by the CDAPH (Commission for the rights and autonomy of persons with disabilities) after examination of the file. To benefit from it, you must contact the MDPH and compile a file.

The RQTH allows you to benefit from

  • Measures dedicated to professional integration
  • Priority job offers
  • Adaptation of your working hours and workstation
  • Specialised support for job hunting within, for example, the services of the Cap Emploi network

Financial aid: AAH and reform

Several social aids are available to disabled people. They are aimed at adults, children and the elderly.

They can take the form of financial aid, technical aid (adaptation of the home) or human aid (recourse to an employee).

AEEH: The allowance for the education of disabled children (AEEH) provides financial support to parents caring for a disabled child. The AEEH compensates for the cost of education and medical care. It is paid by the Caisse d’allocations familiales (CAF) or the Mutualité Sociale Agricole (MSA) to the persons who are responsible for the child, subject to conditions.

AAH: The disabled adults’ allowance (AAH) is awarded by the CDAPH. The conditions for granting it and the administrative procedures are identical to the AAEH. The AAH enables a person with a disability to benefit from a minimum income.

The AAH supplement: The AAH resource supplement is a flat-rate benefit, which accompanies the disabled adults’ allowance (AAH). This supplement is used to constitute what is known as the “guarantee of resources”. It is granted by the CDAPH under certain conditions.

MVA: The increase for independent living is a flat-rate monthly benefit which is added to the disabled adults’ allowance (AAH). It enables people with disabilities living in housing to meet the expenses involved. The granting of this aid is subject to conditions.

PCH: The disability compensation benefit (PCH) is intended for disabled people living at home or with a family carer. It is paid by the department and allocated by the CDAPH, for life if the beneficiary’s condition does not improve. The PCH is an aid that actually includes 6 benefits:

  • Human assistance;
  • Technical assistance;
  • Aid for the adaptation of the home;
  • Assistance with transport;
  • Specific or exceptional assistance;
  • Animal assistance

For each of these, full or partial coverage is possible

 ASH: Social assistance for accommodation (ASH) corresponds to the payment of part (or all) of the costs of accommodation for an elderly person, whether disabled or not. It can be placed in an institution or with a family carer. It is paid by the department under certain conditions.

Accessibility and movement on campus :

The University of Poitiers is committed to a policy of taking into account disabilities in order to offer buildings that are accessible to all. A programmed accessibility agenda has been established until 2023. Parking spaces for people with reduced mobility exist in the vicinity of each University building. The right to park in these spaces is issued by the MDPH.

The Vitalis network offers in Grand Poitiers :

  • Buses equipped for people in wheelchairs, with illuminated strips and/or a voice information system;
  • A substitute transport service, Handibus, on request and by subscription. It provides regular and occasional travel for people with disabilities who are unable to use regular transport services.

The Group for the Integration of Physically Handicapped People du Poitou-Charentes [GIHP] :

also offers specific transport for people with reduced mobility in adapted vehicles.

The HandiSup Centre-Ouest association:

also offers assistance with your travel.

Accommodation

Accommodation adapted to your specific needs can be offered to you by the CROUS. It is allocated without the need to hold a grant. It is not limited to accommodation accessible to people with limited mobility.

For example: accommodation close to your place of study, light signals, accommodation on the ground floor, etc.

In order to benefit from it, an information sheet which can be provided by the SHE must be filled in each year (in addition to the Dossier Social Étudiant). You can indicate any adaptations you may need in your accommodation.

Eating out

All catering facilities (cafeterias and university restaurants) on and around university campuses are accessible to people with reduced mobility.

The University Physical and Sports Activities Department

The Service Universitaire des Activités Physiques et Sportives (SUAPS, meaning University Physical and Sports Activities Service ) offers you more than 40 physical, sports and artistic activities spread over 150 weekly slots.

Every week, sports activities are also organised on Thursday evenings (Nuits Sportives).

The activities offered by the SUAPS allow you to share physical activities while spending time with other students.

Do not hesitate to contact the SUAPS secretariat and the teacher in charge of the activity to find out about the accessibility of the chosen activity.

Culture

The University of Poitiers is committed to the development of a strong cultural action which contributes to the emancipation of its students.

The students’ house :

A real place of welcome and orientation for all that concerns student life, the Maison des Étudiants (MDE) houses the Culture Service as well as the Community and student life centre.

At the MDE, you will be able to take advantage of a shared work space, meeting rooms, a kitchen, a relaxation area and also an auditorium which offers a varied cultural programme produced in conjunction with the students and associations of the university community. During these events, the MDE provides vibrating waistcoats called Subpac which translate the music into vibrations thanks to an algorithm to allow the concerts to be accessible to deaf or Asperger students.
